The one line I'd hold is your own word: codified. A loose precedent and a codified stratum are different objects, and the difference is the whole essay — this settlement tries to give the Leviathan a permanent, transferable form. Whether the prior decade was the same architecture is a fight I don't have here on purpose, because the claim stands either way.
